Smaller body size. But didn’t get great views of flying. Based on size, streaking and white supercilious my guess is Merlin. Definitely looking for other opinions
This bird was seen wandering the beach in Naples FL on a cold day at Vanderbilt beach. It constantly ran in and out with the tide shoving its beak into the fresh wet sand. It had grey wings, white belly, and dark beak and legs. Its body is about the size of an American football, and it’s about a foot tall.
